1996: President Bill Clinton signs amendments to the Freedom of Information Act that help usher in a new age of digital democracy. The new law requires the government to make electronic documents available online.
Clinton said the 1996 FOIA amendments, which for the first time mentioned electronic records, reinforced “an important link between the United States government and the American people.”
In signing the legislation crafted by Sen. Patrick Leahy (D-Vermont), Clinton said the package, for the first time “brings FOIA into the information and electronic age by clarifying that it applies to records maintained in electronic format.”
